[ARCHIVED] Town of Fountain Hills Taps Fredda Bisman to Serve as Interim Town Attorney

Fredda Bisman from the law firm of Dickinson and Wright has been selected to serve as the Interim
Town Attorney for the Town of Fountain Hills. Her first official day on the job will begin Tuesday,
October 10, at the Special Town Council meeting.
“Ms. Bisman possesses considerable municipal law experience and we’re fortunate that she has
agreed to fill in as the legal counsel for Fountain Hills,” said Town Manager Grady Miller.
Fredda Bisman previously served 15 years in the Scottsdale City Attorney’s Office, with five years as
City Attorney. She served as the chief legal counsel for the Town of Cave Creek for a number of
years and is currently serving as the Town Attorney of Queen Creek. Ms. Bisman also serves as
General Counsel for the Maricopa Association of Governments (MAG) and the Northern Arizona
Intergovernmental Public Transportation Authority (NAIPTA), and as counsel for the City of Peoria
Personnel Board.
When the Town Council terminated its legal services contract with Gust Rosenfeld on October 3,
2017, the Town Council also tasked the Town Manager to hire an Interim Town Attorney. Prior to
the hiring of Ms Bisman, there were a number of highly qualified law firms and attorneys that had
been referred to or who contacted the Town about the temporary legal post. “We are extremely
grateful to the referrals of law firms and attorneys who offered their legal expertise to the Town
during this interim period for Fountain Hills,” stated Mayor Linda Kavanagh.
It is anticipated that Ms. Bisman will serve as Interim Town Attorney for three to four months until
the Town Council selects a permanent Town Attorney. The Town Council plans to hold a work
session in the near future to discuss and provide direction to staff on various legal service options
including having an in-house Town Attorney or another law firm provide legal services to the Town
of Fountain Hills.
